Maybe it just has to do with adrenaline since IGH seem to possible be behind her abilities. So she has a resting strength and toughness level and when she needs to be stronger and tougher she will be to a certain limit. I think there might be a mental aspect to them. Enough to suggest that her abilities are not fully physical. So yesterday I finished Jessica Jones (great series you should all watch it ) Anyways Jessica had the most erratic power levels I've seen.
